In early February 2019, United Nations Command (UNC) approved and facilitated crossings into the Democratic People’s Republic of Korea (DPRK) in support of an overnight inter-Korean event at Mt. Kumgang Resort. Contrary to a false narrative that UNC personnel detained journalists and prevented them from bringing laptops and cameras into the north, there was no detention of personnel or equipment, and the event took place with active support from UNC.
2019년 2월 초, 유엔군사령부(유엔사)는 금강산 관광지구에서 이틀 일정으로 실시된 남북 민간 교류 행사를 위한 군사분계선 통행을 승인, 지원하였습니다. 유엔사 인원들이 기자들을 제지하고 노트북 컴퓨터 및 카메라의 대북 반출을 막았다는 잘못된 보도와는 달리, 유엔사에 의한 인원 제지 혹은 장비 압수 조치는 없었으며, 행사는 유엔사의 적극적인 지원하에 실시되었습니다.
UNC is not a UN Security Council sanctions enforcer. UN Member States enforce sanctions. However, as an organization whose mandate is derived from UN Security Council Resolutions, UNC maintains an obligation to monitor and report any potential violations that may occur in or through UNC-administered areas. To this end, UNC’s role is to inform and report, not to detain personnel or confiscate equipment. As travelers passed, UNC personnel informed them of equipment that is on the United Nations sanctions list including high value, dual use technology such as laptops, cameras, and storage media.
유엔사는 유엔 안전보장이사회(안보리)의 제재를 집행하는 기구가 아닙니다. 제재 집행은 유엔 회원국들이 실시하는 것입니다. 다만, 유엔사는 유엔 안보리 결의에 따라 권한을 부여받은 기구로서, 유엔사 관할 지역 내에서 혹은 관할 지역을 통과하면서 발생할 수 있는 잠재적 위반 행위를 모니터링하고 보고할 의무가 있습니다. 이를 위한 유엔사의 역할은 관련 사항을 알려주고 보고하는 것이지, 인원을 제지하거나 장비를 압수하는 것이 아닙니다. 유엔사는 유엔사 관할 지역을 통과하는 출경 인원들에게 노트북 컴퓨터, 카메라 및 저장장치 등 고가의 민∙군 이중 용도 품목을 포함한 유엔 제재 목록상의 장비에 대해 고지한 것입니다.
UNC has a long history of facilitating inter-Korean events at Mt. Kumgang. This began in the early 2000s when UNC negotiated with the Korean People’s Army (KPA) to open “Transportation Corridor East” connecting Goseong and Changjon counties. Since transit across the Military Demarcation Line requires active coordination between the UNC and KPA, UNC’s work after opening the transportation corridor continued. The command permanently stationed UNC Military Armistice Commission officials at the corridor to facilitate the transit of tourists to Mt. Kumgang, the execution of inter-Korean family reunions, the maintenance and refurbishment of Mt. Kumgang resort, and the transfer of other personnel and equipment.
유엔사는 금강산에서 실시되는 남북 교류 활동을 오랜 기간 지원해 왔으며, 그 시작은 유엔사가 고성과 장전을 연결하는 ‘동해선 관리구역’ 개설을 위해 북한군과의 협의에 착수한 2000년대 초반으로 거슬러 올라갑니다. 군사분계선 통과는 유엔사와 북한군 간의 적극적인 협조를 필요로 하는 사안이기 때문에, 관리구역 개설 이후에도 유엔사의 지원 활동은 계속되었습니다. 유엔사는 동해선 관리구역에 유엔사 군사정전위원회 인원들을 상시 배치해 금강산 관광, 남북 이산가족 상봉, 금강산 관광지구 시설 유지보수 및 기타 목적으로 남과 북을 오가는 인원 및 장비의 통행을 지원해 오고 있습니다.

In early 2019, the two Koreas began exploring the opportunity to hold a civilian exchange at the Mt. Kumgang resort. The result of their coordination was the “Joint meeting for the implementation of the Panmunjom Declaration and the Pyongyang Joint Declaration of September on the occasion of the New Year 2019” scheduled for 12 to 13 February. UNC received the formal request for the Military Demarcation Line crossing on Friday, 8 February, and delivered its approval to the ROK government the following Monday, 11 February.
2019년 초, 남북은 금강산 관광지구에서 민간 교류 행사를 개최하는 방안을 타진하기 시작했습니다. 협의 결과, 남북은 “남북공동선언 이행을 위한 2019년 새해맞이 연대모임”을 2월 12일부터 13일까지 갖기로 합의했습니다. 이를 위한 군사분계선 통행 신청서가 2월 8일 금요일에 유엔사에 정식 접수되었으며, 유엔사는 그 다음 주 월요일인 2월 11일에 바로 대한민국 정부 측에 승인을 통보했습니다.

Per compliance with the Armistice Agreement and subsequent agreements with the Korean People’s Army, UNC personnel stationed at the Transportation Corridor were present at the inter-Korean transit office to monitor the crossing and expedite any last minute passenger or vehicle changes.
북한군과 체결한 정전협정 및 정전협정 추후합의서에 따라, 남북관리구역에서 근무하는 유엔사 인원들이 남북출입사무소에서 통행을 참관하고 인원 및 차량 관련 막판 변동사항을 신속히 처리했습니다.
Ultimately, around 250 Korean citizens crossed into the north unhindered. The event took place without issue, and all travelers returned the next day. Unfortunately, misinformation about UNC’s actions obscured the truth about the events that took place and marred what was actually another positive example of UNC’s long-term facilitation of crossings to Mt. Kumgang.
결국, 대한민국 국민 250여 명은 아무런 제지없이 방북해 무사히 행사를 치른 뒤, 다음 날 모두 복귀했습니다. 안타깝게도 유엔사의 조치에 대한 잘못된 정보로 인해 해당 행사에 대한 사실관계가 흐려졌고, 이 행사가 금강산 출경에 대한 유엔사의 오랜 지원을 보여주는 또 하나의 긍정적인 사례였음에도 그 의미가 훼손되었습니다.
