The United Nations Command (UNC) has long supported the inter-Korean rail initiative and continues working to enable inter-Korean cooperation while ensuring that all activities are conducted in accordance with the terms of Armistice. UNC’s support included approving Demilitarized Zone (DMZ) access and facilitating crossings into the Democratic People’s Republic of Korea (DPRK) between June and December 2018. Unfortunately, there is a misperception that UNC blocked those inter-Korean rail projects.
유엔군사령부(유엔사)는 오랜 기간 남북 철도사업 지원 및 남북 협력사업 관련 협조를 지속해 왔으며, 모든 관련 활동이 정전협정에 따라 진행되도록 보장해 오고 있습니다. 유엔사는 2018년 6월부터 12월까지 비무장지대 출입 및 방북을 위한 군사분계선 통과 승인 등의 지원을 제공하였으나, 안타깝게도 남북 철도사업을 유엔사가 막았다는 잘못된 인식이 있습니다.
In 2018, officials from the two Koreas renewed their commitment to the inter-Korean railway initiative, and UNC was available to facilitate those efforts. As is required under standing agreements with the KPA, UNC coordinated and approved DMZ access and Military Demarcation Line crossings whenever possible to ensure progress on inter-Korean rail projects. Although not all crossings were specific to the inter-Korean rail initiative, in the period from 1 June to 20 August 2018, UNC approved a total of 2,277 vehicle and 5,351 personnel crossings of the MDL in Transportation Corridor West.

Among those approvals were four projects specific to maintenance and inspection of the inter-Korean rail lines. These operations took place in August, culminating in a rail test up to the MDL that took place on 17 August 2018.
이 중 4건은 당해 8월에 진행된 남북철로의 정비 및 실태 조사를 위한 것이었으며, 8월 17일에는 군사분계선까지의 시범운행도 실시되었습니다.
On the morning of 21 August 2018, the UNC received an urgent request from the ROK Military Operations Group in Transportation Corridor West. It called for the crossing of 32 individuals for transit into the DPRK on 22 August for a period of five days. Included among those individuals was a security contingent and two vehicles (a bus and a train) with a promise to provide changes to the information as it became available.
유엔사는 2018년 8월 21일 오전에 서해지구 관리구역 한국군 운영단으로부터 긴급 통행 신청을 접수했습니다. 신청 내용은 8월 22 일부터5일간 방북하는 인원 32명의 군사분계선 통행 승인을 요청하는 것이었습니다. 그 중에는 경호 요원과 차량 2대(버스 1 , 열차 1)도 포함되어 있었으며, 변동사항은 파악되는 대로 제공하겠다고 했습니다.
Unfortunately, the information provided was insufficient to meet standing agreements with the KPA (especially with regard to armed personnel), and the personnel and vehicles would not have been able to cross into the DPRK without more information. UNC attempted to get that information from the ROK government but could not approve the crossing until receiving it. With little time to work through this issue, the ROK government decided to postpone the survey temporarily.
그러나 안타깝게도 북한군과의 기존 합의(특히 무장 인원 관련)에 따라 요구되는 정보가 충분히 제공되지 않아, 추가 정보 없이는 해당 인원 및 차량의 방북이 불가한 상황이었습니다. 유엔사는
대한민국 정부에 이러한 추가 정보를 요청했으며, 해당 정보가 확보되지 않은 상황에서는 통행을 승인할 수 없었습니다. 이를 처리하기 위한 시간이 충분치 않은 상황에서, 대한민국 정부는 조사를 잠정 연기하기로 결정했습니다.
Between late August and November 2018, UNC did not receive any subsequent requests for cross-MDL surveys. However, UNC did approve maintenance along the inter-Korean rails on the southern half of the DMZ, and those activities took place in September 2018.
2018년 8월 말부터 11월까지 남북 철도 조사를 위해 유엔사에 추가 접수된 군사분계선 통행 신청서는 없었습니다. 하지만 유엔사는 동 기간 중 접수된 남측 비무장지대 내 철로 정비 작업은 승인하였고, 해당 작업은 2018년 9월 실시되었습니다.
On 26 November, UNC received and approved a request for multiple MDL crossings in support of inter-Korean rail surveys. The ROK government amended the request on 28 November (which UNC immediately approved), and initiated the project on 30 November 2018.
11월 26일, 유엔사는 남북철도 공동조사 관련 여러 차례의 군사분계선 통행을 위한 신청서를 접수해 승인했습니다. 11월 28일, 대한민국 정부는 해당 신청서를 수정 제출하였고(유엔사 즉시 승인), 2018년 11월 30일 공동조사에 착수했습니다.
Following the eighteen-day inter-Korean rail survey between 30 November and 18 December 2018, UNC continued to support the railway initiative. This included the approval and facilitation of crossings for the 26 December 2018 inter-Korean railway groundbreaking ceremony and, after that, multiple inspection and maintenance projects in the DMZ up to the MDL--the most recent of which was in December 2020.
공동조사는 2018년 11월 30일부터 12월 18일 사이에 총 18일간 진행되었으며, 유엔사는 그 이후에도 남북 철도사업을 계속해서 지원하였습니다. 2018년 12월 26일에 진행된 남북철도 연결공사 착공식을 위한 군사분계선 통과뿐만 아니라, 이후 비무장지대 내에서 군사분계선까지의 구간에서 진행된 철로 점검 및 정비 활동도 여러 차례 승인, 지원하였습니다. 가장 최근에 이루어진 출입은 2020년 12월에 있었습니다.
